About Dr. Kendra R. Carroll
Dr. Kendra R. Carroll is a criminal justice researcher, practitioner, consultant, and developer of the TRIAD Framework whose work focuses on a question that has followed her throughout her career: What gets in the way of people succeeding within the systems designed to help them change?
Her career began in the classroom, working with young people whose lives were already intersecting with the justice system. She quickly realized that she was drawn not only to teaching them, but to understanding the circumstances surrounding their behavior and helping them navigate the systems affecting their lives. That experience ultimately led her from education into juvenile justice, courts, community supervision, reentry, and national criminal justice policy and reform.
Across more than a decade in the field, Kendra has worked directly with justice-involved individuals and families while also partnering with correctional agencies, probation and parole systems, policymakers, and practitioners across the country. Her work has included risk and needs assessment implementation, evidence-based supervision, reentry, graduated responses, continuous quality improvement, parole decision-making, and trauma-informed practice.
Kendra earned her Doctor of Criminal Justice after completing research examining adverse childhood experiences, risk assessment, rehabilitation, and responsivity. That research reinforced something she had witnessed throughout her career: identifying someone's risk and needs is only part of the equation. Systems must also understand the individual, organizational, and systemic factors that influence whether a person can actually engage with what is being asked of them.
That belief became the foundation for The Responsivity Project and the TRIAD Framework.
Through The Responsivity Project, Kendra works to bridge research, policy, and practice while challenging the field to look beyond compliance alone. Her work asks practitioners and systems to consider not only whether someone is succeeding, but what may be standing in the way of success and what we can do differently because we understand it.
At the center of her work is a simple belief: accountability and compassion can coexist. We can hold people accountable while still recognizing trauma, removing unnecessary barriers, strengthening responsivity, and creating systems that give people a meaningful opportunity to succeed.
